Housing scandal

Like most Norwich residents, Chloe is outraged at the scandal of Norwich City Council allowing its own employees to jump the queue and live in social housing.

Chloe has been campaigning passionately to see the officials involved brought to justice. 'If that means we have to go right to the top of the council, so be it,' argues Chloe. 'I am disgusted at the way the Council has treated the pensioners in Greyhound Opening sheltered housing, who have given so much for our country. The officials involved should be sacked, not suspended on an easy full pay option.'

'What’s more', Chloe asks, 'how can we trust Norwich City Council to run anything, if senior people didn't stop this unethical abuse or simply didn't know what was going on? Why should people now trust them to take control of a 'greater Norwich' under Labour's unitary government proposals?'


Royal Mail

Chloe welcomes the publication of the Hooper Review into the Royal Mail, which confirms that we are in danger of losing the most precious aspects of the service unless there is urgent reform.

'The shocking thing is that then we learn the Government, in response to the review, is trying to raid the Royal Mail pension fund. It's an attempt at a desperate deal to see them through the next election. They are in flagrant breach of their election manifesto by part-privatising the Royal Mail, and at the same time they are raiding the pension fund to bail out Government borrowing. While Norwich postmen and women work hard over Christmas and into 2009, this is a kick in the teeth.'


The Conservatives can change this country - Labour will bankrupt it.

November saw the Pre-Budget Report from Gordon Brown and Alistair Darling. It's a £20 billion temporary tax giveaway, then almost £40 billion of announced permanent tax rises - that's almost £1,500 for every family. And buried in the small print is another £100 billion of unspecified tax rises to come.

The Chancellor, in one move, has doubled the national debt to more than £1 trillion, and borrowed more than at any time in our history. We now know that Britain will be paying off Gordon Brown's debt for decades to come.

Massive permanent tax rises include £20 billion on National Insurance, £10 billion on income tax, £5 billion on alcohol and cigarettes and £2 billion on pensions. That is nearly £1,500 for every family over the next Parliament.

By 2012/13, anyone earning more than £20,000 will be paying more tax. So the majority of earners will be permanently worse off by April 2011, even before the alcohol and tobacco tax rises.

Those hit by Labour's Tax Bombshell Budget include most teachers, journalists, social workers, police officers, paramedics, firemen, office managers and professionals.

So what would the Conservatives do instead? We will take immediate action to help people cope with the rising cost of living:

  • We would guarantee lending from banks to businesses
  • We will give tax breaks to employers who create new jobs
  • We will help small businesses as well as employers and jobseekers in a downturn
  • We will introduce a fair fuel stabiliser so that when the price of petrol goes up, petrol tax goes down
  • We will freeze council tax for two years
  • We will abolish Stamp Duty for nine out of ten first-time buyers and raise the Inheritance Tax threshold to £1 million. Both of these changes will be funded by a flat-rate charge on non-domiciles
  • We will cut corporation tax to 25% in order to help business. This will be paid for by simplifying complex allowances
  • To prevent another disaster like Northern Rock, we will give the Bank of England the power to take over a failing bank

Closer to home in Norwich, our money is being wasted by Labour on a reorganisation of local government and a needless closure of a good local health facility.

Labour have hit families when they're down with their abolition of the 10p tax rate. Norwich's Labour MPs must face the facts about what their government is doing to low earners, drivers, home owners and others across society.

Conservatives believe in lower taxes, especially for the poorest, at council level and nationally, and will stand up to help families when they most need it.

Norfolk Chief Constable Ian MacPherson was right to call this month for older and younger people alike to take responsibility for their making the changes everyone wants. Chloe says: 'I applaud the many residents I speak to across Norwich who do already make a difference, such as by running Neighbourhood Watch schemes, or breaking up petty troublemaking. But government must help people fix our broken society. It's no good to take police off the streets to do paperwork, nor for the state to hand out easy sentences that ridicule the principle of the law.'

Chloe adds: 'Instead, the Conservative Party will help make our society stronger again by supporting people who stand up to those who break the law. We will make 'upholding the law' a factor weighing against their arrest or prosecution. People should not be discouraged from acting in good faith to prevent a crime or apprehend a criminal or suspect. The state has to be on our side, not the criminals' side.'

Chloe also says: 'Labour have ignored the professional judgment of police officers and denied them the freedom to do their jobs. Crime has increased as officers are forced to spend more time on paperwork than on patrol.'

A Conservative Government will cut the paperwork which ties officers to their desks. We will scrap the 'stop and account' and the 'stop and search' forms.

We will scrap Labour's disastrous policy of early release, and introduce honesty in sentencing. We will also legislate to create a presumption that anyone convicted of knife crimes will receive a prison sentence.

Save our Walk-In Centre

Norwich North Conservatives have helped secure over 5,600 signatures from across the community on a petition to save the Thorpe St Andrew Walk-In Centre from closure to make way for a 'polyclinic'. Town, District and County Councillors came together with local campaigners and thousands of residents to support the campaign. Chloe took the petition to the Secretary of State for Health in Whitehall while Cllr Ian Mackie and Wendy Howes confronted Norfolk health bosses.

Chloe says:'Why take away one good, well-used facility only to replace it with another? It seems to be another case of Labour reorganising the Health Service for no benefit. As well as going to the PCT in Norfolk, the campaign has now gone to London and right to the top of government to ask what's really going on. We're fighting this on all fronts.

It's vital that the government realises what's happening in Norwich and other places tipped for polyclinics. This community petition highlights serious concerns about the community, clinical and value for money aspects of the proposal to close our Walk-In Centre and open a polyclinic in Norwich.'

The announcement has come this month that the 'polyclinic' to be built in place of the excellent existing Walk-In Centre will be sited in Castle Mall. Chloe and local campaigners have serious reservations about the location: 'I would have been in favour of more health facilities opening up in the city centre, but this still means the loss of our great facility at Thorpe St Andrew. Furthermore, the new site can hardly provide enough parking or even privacy for patients needing to see their doctor.'

'I share everyone's anger at the way local views were ignored in the consultation on the matter. No one actually wants our Walk-In Centre to close - and few people believe the Castle Mall will work. People want positive politics, not pretence.'

Enterprise Week

During Enterprise Week this November, Chloe visited Norwich's innovative charity WEETU - the Women's Employment, Enterprise & Training Unit - started 21 years ago to help women set up their own businesses. With James Clappison MP, Shadow Minister for Employment and Welfare, Chloe also made a trip to hear about common debt and finance problems from the Citizen's Advice Bureau in the city.

'Whilst this government is presiding over soaring unemployment and job cuts that are hitting Norfolk, Conservative plans will be the biggest improvement to the welfare state for 60 years. We must also help people to tackle debt and families to overcome finance worries,' said Chloe after her visits.


No more speeding in Crome

Chloe has recently been in touch with hundreds of residents across Crome ward (including Heartsease, Pilling Park and Valley Drive areas).

'I've already spoken to many residents to try to help on particular problems. On your behalf I have spoken to Norwich City Council and the local police ensuring they're aware of problems locally. I'm demanding action on anti-social behaviour and speeding, parking and road quality in areas like Borrowdale Drive, the Heartsease estate and the five-way roundabout.'

People also feel that government has let them down. Norwich City Council charges high council tax and seems to deliver little in return; meanwhile our national government has let crime get so high that we often feel as if we live in a new age of irresponsibility.

Local government reorganisation - a waste of our money

The government has announced the proposed merger of all Norfolk's local councils, plus Lowestoft's, into a single 'unitary' council. Initiated by Labour in Whitehall and driven by Labour at Norwich City Council - who are frequently slated by the Audit Commission - this move could cost us millions of pounds in council tax.

Labour's City Council has wasted hundreds of thousands of pounds on preparing for 'transformation', while the Audit Commission shows that it cannot manage its own finances. Labour's City Council is hiking taxes by 3.7% and has nothing to show for it. Meanwhile, high performing Norfolk councils, including Broadland and the County Council, may face destruction under the decision to pursue unitary council plans. Chloe and Norwich North Conservatives oppose this plan to waste our money on needless reorganisation. Political chiefs will 'consult' residents on it this year - make sure you have your say.

'It is all of us as taxpaying residents who face the real cost of this fiasco, as this government once again wastes our money on centralised schemes that don't work. Worse, Labour is doing this when the costs of living are soaring and people are already struggling.' says Chloe.

Chloe recently visited Sewell Park (Blyth Jex) School to be quizzed by 100 twelve year olds on why she wants to be an MP. There were a lot of great questions! Chloe is the Conservative Party's youngest female Parliamentary candidate. She is regularly meeting young people across the constituency, including Norfolk's Youth MPs and students at other local schools.

Norwich's summer of celebrations

Norwich and the nearby parishes enjoyed a summer full of events. Chloe visited the Lord Mayor's Procession, Sewell Park's 100 year anniversary fair and the Sprowston Festival. She said: 'I had a great time at our festivals this summer.
It was great to see people coming together to make great use of our open spaces.'

Campaigning on local issues

Chloe has been working hard for residents on a number of issues, including speeding and road quality in the Borrowdale Drive area. She has also met residents, staff and supporters of John Grooms Court, the housing complex in Sprowston Road for disabled residents.

Post Offices

Chloe has been campaigning to save our Post Offices.

'I believe Post Offices must identify new business opportunities and carry on serving their communities. I fully supported the Evening News Campaign to
Save our Post Offices.'

Post Offices are vital to communities and it is often the elderly and disabled people who lose out most when a sub-Post Office closes. 'All the generations of my family use a single Norfolk village Post Office for business and personal matters and I know how hard it will be if more branches close.'

The Conservatives called a debate in Parliament to suspend the closures. However, Labour Ministers and MPs, including Dr Ian Gibson and Charles Clarke, voted to carry on the closures. It was also the Government's decision to consult on closures for only six weeks. We must save Norwich North Post Offices from any future threats.

Budget 2008; Labour have lost control over the things that really matter to people

Chloe said in March: 'Alistair Darling and Gordon Brown have bungled Britain's economic prospects in the credit crunch. The government has borrowed so much it has no room left for manoeuvre. It has its head in the clouds while growth has slowed and the government's deficit has soared. Northern Rock has left taxpayers with huge bills at a time when many people are struggling with low pensions, rising food and fuel prices and towering taxes. Today's Labour budget makes the whole situation worse with a fuel tax rise hanging over people's heads and tax rises for small business.'

People can rely on the Conservatives instead to make sensible proposals which will really help:

  1. Conservatives will reduce taxes on families by raising the Inheritance Tax threshold to £1m pounds and abolishing stamp duty for first-time buyers paying up to £250,000 for their home.
  2. Conservatives want to reduce council tax. Norwich City Council Conservatives proposed 0% increase in council tax this year - rejected by Labour in favour of higher taxes. Norwich residents know from Broadland and South Norfolk District Councils that you really can have good services for lower taxes.
  3. Conservatives will be honest about taxes. The Chancellor should have implemented our targeted revenue neutral tax package on problem drinks such as alcopops and super strength beers and ciders, instead of introducing another stealth tax on responsible drinkers. Furthermore, all green tax rises should be used to cut taxes elsewhere.

Chloe was recently part of the launch of the Conservatives' report, 'Women in the World Today', which provides a fresh foundation for women's policy. Chloe, the Conservative Party's youngest female candidate, says:

'Labour's 'one size fits all' approach to public services is out of date. Parents are looking for flexible ways to support their families. I'm a young woman working hard myself and I welcome the Conservatives' new policies to help women and families. It's time that hard working families got a deal in the workplace and public services that really fit their needs.'
