Since I was selected by local people to be your Conservative Candidate eighteen months ago and as your MP, I've probably talked to thousands of local people as I've been out and about. Sadly, the one thing that really comes across is how little faith people have in politicians to tell the truth and actually keep their promises. I want to be different.
That's why, during the by-election, I published my contract with you, the people of Norwich North. I'd like to ask you to read it, remember it and hold me to what I have promised at the General Election next year.
And by that time, if you think I've broken any one of these promises, you should vote me out.
That's the sort of MP I want to be - honest, straight-talking and different.
As your Member of Parliament for Norwich North:
1. I will be honest with people about public spending, but I will stand up for the local community to protect important local services.
2. I will hold fortnightly surgery meetings in a variety of locations across the constituency, so I can hear from you and help with you with your problems.
3. I will organise a forum for local businesses, employers, colleges, unions and others to discuss how we can work together to help the local community through the recession.
4. I will hold monthly meetings with local police officers so I can raise any concerns you have and press the police to act upon them.
5. I will organise a meeting twice a year for representatives of local residents' associations, leaseholders' groups, housing associations, our local councils and other connected groups to discuss local housing problems and to see how we can work together to address them.
6. I will campaign to get the Northern Distributor Road built around the north of the city.
7. I will work to get a useful new community facility at the site of the NHS Walk-in Centre at Dussindale, which is due to be closed soon.
8. I will launch a consultation on speed limits across the whole constituency, and work with local communities and councils to campaign for change where necessary.
9. I will organise an annual survey of local people on the performance of our local councils to hold them to account on the services they provide, such as recycling, bus services, road maintenance and housing.
10. I will oppose any attempts to reorganise local government and impose a super-sized ‘Greater Norwich' Council on the communities that surround the city.
Chloe's transparency pledge
At the beginning of the by-election campaign, Chloe published her ‘transparency pledge' about Parliamentary expenses:
I, Chloe Smith, Conservative MP Norwich North, promise to:
• Publish on my personal website details of all of my personal expenses incurred as your Member of Parliament.
• Publish on my personal website details of all of my office expenses incurred as your Member of Parliament.
• Publish on my personal website details of all donations of more than £1,000 either to Norwich North Conservative Association or to me, in line with Electoral Commission rules.
• Appoint a local firm of auditors to approve my expenses accounts at the end of every financial year.
• Open up my unedited expenses claims to local newspapers at the end of every financial year.
• Never claim for food.
• Never claim for furniture or household goods.
• Meet my own tax liabilities - such as stamp duty - without claiming them from the taxpayer.
I really believe we need to change the way we do politics. I fought a positive and honest campaign, and that's the way I want to conduct myself as your Member of Parliament.
